PROGRAM 

Steve Botkin introduced Don Brown, former State Representative.  Mr. Brown said the state should regulate insurers to make sure they have enough money to pay claims but not regulate rates.  Florida's wind risk portfolio is way out of balance and Florida represents about a half of the nations wind risk.  He stated that about 35,000 homeowners are insured with bankrupt insurance companies.  Mr. Brown also stated that Floridians are paying hidden hurricane charges and to sum it up he stated that the problem in Florida is wind and human behavior, not insurance.
